ADVERTISEMENT FOR EXPRESSION OF INTEREST (EoI)
Subject: Invitation for Expression of Interest (EoI) for Establishment of "Spokes" at Eligible Academic & Research Institutions.
Vishlesan i-Hub Foundation (TIH IIT Patna) invites Expressions of Interest (EoI) from reputed Government/Public-funded Institutions and Universities for the establishment of Spokes within their respective campuses. This initiative aims to decentralize the Technology Innovation Hub’s (TIH) mandate, fostering a pan-India footprint in niche technology areas.
1. Objectives and Scope of Work
The designated Spokes shall serve as regional centers of excellence to facilitate the following activities in alignment with the TIH mandate:
Capacity Building: Skill development and implementation of Hybrid-mode degree/certification courses as per NEP 2020.
Innovation Ecosystem: Promotion of Local Entrepreneurship and Livelihood Business Incubation (LBI).
R&D: Focused Technology Development in alignment with national priorities.
2. Eligibility & Desirable Parameters
Prospective institutions must meet the following criteria to be considered for shortlisting (Preference shall be accorded to institutions fulfilling multiple parameters):
Institutional Status: Central or State Government established/funded Universities, Institutes, or Societies.
Academic Infrastructure: * Active Online/ODL/SWAYAM MOOC courses in Engineering, Sciences, Biomedical, or Management.
Existing UG programmes (BBA/BCA/BS) compliant with NEP 2020 norms.
A robust PhD programme with provisions for guide-transfer and relocation policies for women scholars.
University Digital Platform
Infrastructure & Technical Capability:
Availability of dedicated built-up office space (approx. 1500 sq. ft. or more).
Functional laboratories equipped for Cybersecurity, Electronics, AI & Data Sciences, and Pharmacy.
Minimum campus area of 150 acres (for State Universities) to facilitate campus immersion.
Expected to have a Drone RPTO
Expected to have an MSME Engagement.
Governance & Digital Maturity:
Implementation of digitalized evaluation systems; readiness for Blockchain-based certification.
Successful implementation of TEQIP-III (for State Universities).
Scale & Synergy:
Minimum student strength of 5,000 (including affiliated colleges).
State Universities should have a minimum of 100 affiliated colleges.
Active Industry-Academic linkages and collaborations with QS Top 200 International Universities.
Active TBI or experience in running section 8 companies or Not for Profit entities operating in the area of incubation, technical skilling etc.
Should have a student enrolment of above 35000.
Expected to have an active placement network spanning across 30 companies.
If a university, then they are expected to have a pool of 600 plus Engineering & Sciences faculties across affiliated institutes.
Should have an active 6 months internship programme at policy level for the undergraduate in engineering courses.
Active technical education programme in regional languages.
Active NCVET Awarding Body — Dual Mode status is desirable.
Special Preference for Institutions working in Social Mandate: Preference shall be accorded to Government-funded institutions primarily serving Tribal, Scheduled Caste (SC), and Women demographics.
3. Submission Procedure
Interested and eligible institutions are requested to submit the following documents via email:
Mission Statement: A concise brief (50–100 words) outlining the vision for the proposed Spoke.
Concept Note: A two-page Project Document detailing the strategy to undertake missions of national importance.
Technical Dossier: Supporting documents/official links validating the Desirable Parameters mentioned above in Section 2 “Eligibility & Desirable Parameters”.
